Timothy Haahs, P.E., AIA | President/CEO | Email Philadelphia Office Mr. Haahs leads the firm's national and international professional services in the planning and design of parking and mixed-use facilities. Focusing on master planning and mixed-use, his approach integrates parking as a critical component for project success, as well as community development and revitalization. Mr. Haahs has presented to the United Nations and other international organizations on the global challenge of parking, infrastructure, and sustainable development. He has received numerous awards throughout this career including ASCE’s Structural Engineer of the Year Award, the U.S. Chamber of Commerce Blue Chip Enterprise Award, Ernst & Young's Entrepreneur of Year Award (for Real Estate and Construction, Philadelphia), ZweigWhite's Jerry Allen Courage in Leadership Award, and ASCE Philadelphia's Engineer of the Year. Todd Helmer, P.E. | Vice President | Email Philadelphia Office Mr. Helmer is an experienced Principal with the ability to effectively manage and coordinate all design disciplines for complex mixed-use and parking structure projects. Mr. Helmer has a thorough understanding of all aspects of planning, design, and construction for projects with a significant parking component, and has been involved on over 100 parking structure projects. Mr. Helmer currently leads all of the firm's Philadelphia operations, including project and financial management and business development efforts. Prior to leading the Philadelphia office, Mr. Helmer served as the Lead Structural Engineer, Project Manager, and Director of Operations. Noli Alarcon, P.E. | Vice President | Email Philadelphia Office Mr. Alarcon has over 25 years of experience specializing in the design and project management of parking and mixed-use structures. His expertise includes structural and restoration engineering design for complex multi-level structures. He has expertise with all types of structural systems including precast, cast-in-place, post-tensioned, filigree, and structural steel. Mr. Alarcon utilizes his expertise in structural engineering, parking design, and analysis to develop efficient, functional parking and mixed-use structures that are responsive to each client’s specific needs. Rachel Yoka, LEED AP BD+C, CNU-A, CPSM | Vice President, Strategic Business Planning and Sustainability | Email Philadelphia Office Ms. Yoka serves as Vice President of Strategic Business Planning and Sustainability, leading all marketing and business development efforts for the firm both nationally and internationally. She has launched the firm’s international marketing efforts in the Middle East and Asia, and also spearheads TimHaahs’ sustainability research and services. Ms. Yoka serves as a parking specialist, providing project management and study services for municipal, healthcare, and private clientele. Her experience includes over 15 years in research and marketing in the A/E/C industry in international energy and environmental consulting, multi-disciplined engineering and construction firms. In 2012, the International Parking Institute recognized Ms. Yoka as its Parking Professional of the Year. ![]()
Michael Martindill | Vice President | Email Atlanta Office Mr. Martindill supervises all of the firm’s Atlanta operations, including project and financial management and business development. His background includes several years with a major parking consulting firm where he was both a Principal and Senior Parking Consultant. He has also worked for two major construction management and design-build firms. His thorough and comprehensive knowledge of both parking planning and construction allows him to help clients at any stage of a parking project. His most recent experience includes the delivery of parking structures utilizing creative and innovative financial models with both private and public financing. ![]()
James Zullo, LEED AP, AICP, CAPP | Vice President | Email New Brunswick Office Mr. Zullo serves as Vice President and director of the firm’s New Jersey office. Prior to joining TimHaahs, Jim served as Senior Director of Real Estate and Economic Development for New Jersey Transit, the third largest transit agency in the United States. In this position Jim was responsible for the management of the agency’s real estate assets, property acquisitions and sales, retail leasing, maximizing the revenue potential from these assets, undertaking transit oriented development initiatives, and managing the agency’s 25,000 space commuter parking system. Mr. Zullo has also served as Vice President of The New Brunswick Development Corporation, a non-profit real estate corporation, Sr. Project Manager for Lockheed Martin IMS, and Executive Director of the New Brunswick Parking Authority (NBPA), where he was responsible for the operation, management, and development of the City’s parking system and facilities.
