Timothy Haahs will open the day with an introduction to the future of parking and the many opportunities available for developing and financing exciting mixed-use development projects. Mayor Tom Murphy will follow with a lively discussion of his experience leading, innovating, and implementing public/private ventures during his time as mayor of Pittsburgh and beyond, and how these projects contributed to revitalization, economic growth and creating community in the city.

P3 Explained: An Overview of P3 Financing Structures,
Development Opportunities and Best Practices

Leonard Bier, Esq. of Bier Associates will provide an introduction to the various components of public/private partnerships – financing, outsourcing and development structures. His overview will lay the groundwork for the following presenters who will provide a more detailed assessment and explanation of each of these important elements of P3.

Evaluating the Financial Structures Possible Through P3 and Asset Monetization
Dennis Enright - Principal, NW Financial

Dennis Enright will provide a comprehensive analysis of the financial considerations and opportunities associated with public/private partnerships. Dennis will provide a detailed description of various public financing methods for mixed use Public/Private development deals.  Dennis will also discuss the issue of parking asset monetization and how municipal governments and public parking entities can structure Public/Public financing deals to obtain capital necessary to provide municipal debt relief, finance parking and/or municipal infrastructure improvements.

The Benefits of Managing Outsourcing as a True Partnership Structure

Roamy R. Valera, CAPP - Senior Vice President, Standard Parking Corporation

Roamy Valera, CAPP will discuss the topic of Public/Private Partnerships through the outsourcing of operational management and/or specific operational functions of public parking infrastructure assets to a private operator. Roamy will discuss examples and the financial, operational, and other benefits of public entities contracting with private operators for management and operations of their parking assets. Roamy will also discuss the opportunities available, structure and considerations necessary to successfully implement this type of P3.

Parking and Smart Growth Development

Mitch Karon, CAPP - Executive Director, New Brunswick Parking Authority

Jim Zullo, Dante Germano and Mitch Karon will discuss the opportunities and benefits of Public/Private joint development strategies when developing and implementing parking facilities and mixed-use developments at Transit-Oriented Developments in Downtown and other TOD environments. They will address advantages and disadvantages, as well as case studies and lessons learned for financing parking facility projects.
